He didn't literally mean "nobody." He meant "only one person (i.e. the mayor) who keeps up the money."

the problem with these town servers is people commonly abandon things. i like bigger servers because, while things do get abandoned a lot more, there are usually people going through the areas a lot. it makes things seem a lot less abandoned, considering buildings don't get run down.
