Well I got hope in this working again because this has happened before.
When you plug in the cored it makes a static noise and I felt electricity in the metal even though it was fully unplugged.
I'm doing what I did last time and letting the computer rest while the static and all goes away.
It should work again later.
Depending on how old it is you may be able to contact HP for a free replacement part.
