Windows can be just as secure and stable as Mac OS X provided that the user isn't an ass-licking moron. OS X is catered to those kinds of people and absolutely idiot-proof their system with lots of things in order to ensure that the customer believes "Macs don't get viruses" or "Macs never break".
We're talking about OPs mom here. She might be the kind of person who needs a simple computer.
Mac OS X doesn't use too much idiot proofing, it uses the Unix architecture to be a really stable system. Windows 7 is a great OS, but Mac OS X will always be more stable because of it's better architecture.
