This is an issue because people keep bumping topics that are not needed anymore, and sometimes they cause arguments that are completely unnecessary and wouldn't have happened if the person wouldn't have bumped it.

I think if someone edits there post in that topic then you are somehow able to reply to it.

Bumping =/= bad. It just pushes the topic to the front, so what? A topic is never 'not needed' anymore, there is always more that can be added to a discussion. Your post also implies that arguments are bad. That's just straight up not true.
