Stop foreign aid completely. Even if african populations continue to explode, it's a contained problem and resources aren't being dumped there.

I would want the government to help people, but they have to worry about themselves first.

All foreign aid should be because of the citizens that want to help.

So hypothetically if I was President with a congress that would support my decision, I would turn space travel to the private sector.  I would give generous tax breaks and do whatever possible to make it so companies would want to create a more efficient and better form of space travel.

I'd turn NASA into a private company with a contract forcing it to be affiliated only with the U.S.  Other companies will spring up to try to compete with NASA.  If they create a highly efficient rocket, the government will buy it from them.  If they figure out a way to create a colony on another planet, we would buy their blueprints and grant them zoning for things like mining.

Support the capitalism and you will get the best products.

I know a solution that will lower our population 720x.

Offer $500,000 to anyone who can survive 5 rounds of russian roulette where you place 1 bullet in the six chamber revolver, spin, and then fire. Then every consecutive round you add another bullet.

For a mere 360 million dollars of federal funding, we'll reduce the US population to as little as 486111 people if everyone participates!

Seriously, the world's covered in 75% ocean. Just make some really big metal platforms, add everything that makes a city a city (buildings, gardens, etc) and let people move in.

I don't think it's a problem. Humanity's habitat is just reaching its carrying capacity.

Tsunamis, tide changes, shark attacks, just so many things could go wrong, which is why it hasn't been done on a large scale.
