It's hopeless.

The staff have already left, so there's absolutely no chance of Lego Universe returning. A forum moderator even said the same thing to stop the rumours.

They fully shut down at the end of January.

"Unfortunately, we have not been able to build a satisfactory revenue model in our target group, and therefore, have decided to close the game."

They won't be getting what they were aiming for in a second attempt, so they are not going to bring it back.
A petition with very few supports won't "save it."
