Flood-Protection on Team Chat

It seems that players are able to spam team chat, as there is no Flood Protection.
A fix for this, either from the Blockland team or the community, would be pretty handy!

It should work in the default game, however Slayer might do weird stuff and break it.
As long as it loads after Slayer (Sc* loads after Sy*), it should work with Slayer too.

Slayer already has teamchat flood protection. They should work fine together, it's just not needed for Slayer servers.

Not all of us use Slayer, though. This is a pretty handy fix, in any case (:
