It can be so much better with PC.
Imagine if there were mods for this game.
Plus a PC can have more memory and can be much faster.
So yeah, it does effect the quality of the game.

the xbox is built to be a gaming console, so you can get good gaming power for a good price
everyone will have equal graphical power, so the devs won't need to richard around with graphics settings and stuff
