I have 500 hours on TF2 and I don't have it, I also have a bunch of of time on Source SDK and would be capable of creating scenes. :/

That's a completely arbitrary accusation. I've logged almost 1,500 hours in TF2 and I'm an aspiring animation student, so if I'm able to run it it's going to be a very useful practice tool for me. I'm sure there are plenty of factors determining who gets it and who doesn't.
