[v21] I'd like to see custom decals without having to download them

like, if someone has a custom decal and I don't, all I see is the default ":D" face.
and if i want to see the custom decal I have to find it on RTB and download it
and I don't want to clog up my character creator

just asking because this might be possible with the removal of terrain, right?

this might be abused because trolls could put bad images as their decals and then that ends up getting downloaded onto peoples computers

I'm not an expert or anything but I don't think that terrain and interiors have anything to do with custom decals and faces.
