Seriously I don't think anyone deserves a punishment, but I still do think whoever did this is sick, but it's just a loving cat, I also feel bad for the people who owned the cat.

Well, something needs to be done. Even if it's "just a cat". Intentionally hurting animals can be the initial phase to mental illness. Not saying this is the case, though.
