Adventure times is one of those shows who's creators throw stuff into that kids won't understand. I remember watching an old rugrats cartoon and was surprised at some of the adult jokes that i missed because i was so young.

basicly the fish people are humans that adapted to darkness and water after the land was nuked to oblivion and Finn is the only "human" left on the face of the earth, Ice king too if you count human mutations from radiation posioning
