Anyway to change my steam email address without downloading steam?

So I'm currently moving now, and right now I am on my library's computers. I'm going to be switching ISP and probably won't keep my old email. So I need to change my steam email. The thing is though from what steam support says is that I can only change my email with steam running, but I can't download steam to the computer I am on right now. Is there any other way to change my steam email?

steam is just a browser for their store (besides the chat/library) so go to www.steampowered.com and change it there.

From what steam support says, I have to have steam running and go to settings in order to change my email.
(I can't post the link to the steam support topic because the forums thinks it's a referral address.)

the only thing i got left is to give me your email and password and tell me what you want to change it to and i'll do it, but thats super stupid and I know you'll never trust me.
