They don't use guns because they have strict weapon laws. They use pepper spray, batons, etc. They call in special units if the chance arrives if they need to use guns.

English police don't need no guns, they are trained in Rugby tackling.
No amount of bullets is going to get you out of one of them.

Seriously though, regular police are just equipped with non-lethal weapons and only use them when the situation calls for it, depending on the area they can be seen carrying MP5's, presumably with non-lethal ammunition or some junk like that and we do have special response teams which are bit more heavily equipped than the others
