I don't know, shooting a bunch of children and people while wearing a gas mask and throwing a bunch of smoke grenades the second the film starts sounds pretty psychopathic to me.

Not to say I told you so, but The Joker when being questioned by the police officers arresting him, he called himself, "The Joker". So yeah, he's totally bonkers.

Kevlar is not nearly that strong. Something far weaker than a desert eagle could break kevlar or cause enough shock to give the person serious internal bleeding.

He was wearing Ballistic though. I believe his body was covered in both Kevlar and Ballistic. The shooting actually only lasted about 11 minutes. The first 911 call came at about the 9th or 10 minutes. Because it took the first responders about a minute to show up. They formed a perimeter around the theater.

Because the 1st call came so late, you can just tell how much panic there was.

not just masks can be ballistic
there are ballistic vests
