FPS is limited to the display's refresh rate. It's physically impossible to see the difference between 80 and 100 FPS on a 60hz display because it only outputs 60 FPS.
I've tried to look up the maximum perceivable FPS in the past with no luck. The reason there probably isn't any reliable number is that it itsn't that simple. Humans perceive motion in a complicated way.
Being able to tell the difference between different framerates doesn't have to do with eyesight, it really depends on how the brain perceives the motion. Movies are only 24-30 FPS, however they appear smooth because the motion blur effect created by the
shutter speed. Games on the other hand don't have motion blur so higher framerates are necessary to appear smooth.
