also: we have, as noted, a low volume of ban appeals. we don't have a system in place to deal with them on our own, so we allow him to deal with them.

An unban system is as simple as enabling an email notification whenever someone sends you a PM on the forums, reading the PM if it's an unban request, using your own judgment to decide whether the unban request is reasonable, contacting an admin or other related party if they were involved, and then unbanning the person.
That takes roughly 2 minutes per ban.
Your current system is this:
Setting up a forum on your own website so that players can, register on the forum, fill out a captcha image, check their email for the activation code, insert the activation code, start a thread, fill in your template. Then you take the data from the template and send it to Kniaz for approval and wait for him to respond so you can unban the player.
That can take anywhere from 15 minutes to over a day depending on it Kniaz doesn't check his email.
