While it might be scornful, it's certainly not a lack of interest in the context that I post it in. Besides, the rules of the Drama board defining that no posts like "nobody cares" and "who cares" are not allowed. Nobody's been banned for sarcastically stating a thread is terribly put together in an illegible way.

"Quality thread right here, folks" does not mean "I don't care", it's a sarcastic statement regarding the quality of the thread that could be equated to "What does this even mean" or "Could you rewrite that in English"

So no, I don't think a statement that means the same thing as something else people say occasionally and aren't bitched at for should be bannable or even something someone should be upset about
