i got this game christmas of 2011 and i havent played it, can my computer run it?

The recommended CPU spec for SR3 is "any quad core, Core i5/AMD Phenom II or dual core 3.0 GHz".  I think he'll be fine, maybe a notch below highest settings.

i have a card with less than 512mb ram and 1gb system ram and it says i cant run most of the games on there but ive been playing them at a normal fps with no frame drops

You should be fine, you might get a few frame drops every now and again, but otherwise you should be fine.
