I was using paint but now I'm using the gamemaker sprite editor, its sprite editor is actually not bad, and then I save each frame as a png and use the gif animator, its not very efficient but I don't really have anything else to make it with

gimp 2.8 exports animated .gif natively

paint.net has .agif plugin(s)
