This would be so you can send like an email or a text message when a player is offline the server.

It would be like emails would be: 11788@badspot.org

You will have a custom domain the host can set.

Couldn't this be prevented by only allowing something like 1 email per {insert time here} ?
Change the time via RTB prefs, maybe not have a time limit for admins.

That only sends them an automatic message.

Wasn't there a server add-on where you can call the player and you can private chat with them in the Blockland chat? You would type something like:  /call 555-(insert BLID)

That is not at all what the person wants, I believe he wants something you can send while the person is NOT at the server
