I'm saying that I sent people out to get information, they got me some basics, most of them died doing so.

Teleri industrial spies have used bribery, their connections, moderate violence, blackmail, and charm to weed out some of the stealth suit technology. About 20 were executed by hostile governments for their actions. Teleri scientists attempt to make some sense of what they've learned.

They work like Mew Manhattan's do. After that, I have no idea.

All my completed tech is shared with PHMA for free, reimbursement is still appreciated though.

That's okay, the Teleri are nice people that just want to become invisible, they pass the NM drivers, roll down their windows, and say: "Tisk tisk.". Understandable things get hostile, Telar is willing to accept that things aren't always rosy between countries. But hey, it's not like I deposed your dictator or anything.
