The theoretical tech to block EMPs is under testing, but it appears to be FAR from effective.

The only lead we have is that the VAC-71 withstands EMP much better than normal jet hulls.

Glad we could clear this up.

EDIT: I'd like to clarify something else as well :

Red line represents New Manhattan city limits. Red dots represent smaller towns/villages, and there are many farms and farmhouses between them. The whole country isn't just one giant loving city, just, a large portion of the country happens to be consumed by a giant loving city. I know it still seems a bit ridiculous to have a city that size, but it's way better than whatever you guys were thinking.
