I'm afraid that terrorism is apart from your government.  Plus, I don't see how an event as unimportant as pulling down posters causes you to stuffpost about me to that degree.

Of course not, but every bit of every citizen's life is recorded in the top secret "Vålderesk Files" that lie 5 miles underground under Vålderesk in an extensive facility that contains a 50,000,000TB database containing information about a person's birth, life, death, background, who they talk to, how often, what routines they go through, electronic and internet usage, etc.  If we notice some activity that is unusual, then they will be monitored more closely.

The level 1 investigation is simple, beginning with an evaluation and then if their scores are decent, then they are free to go about their lives, and regular reports from local police are required.  If something is out of place, then it goes to a level 2 investigation. 

At level 2 investigation, an ERSU (Erinamese Robotic Sentry Unit) will secretly monitor a few more of the citizen's activities for a month.  If no questionable activities are found, then they will be dropped to a level 1 monitor value.  If questionable activities are found, it elevates to level 3.

At level 3, local police forces will gather information from his contacts and at the same time, a private investigator will study them closely.  If the information matches up in a non-questionable manner, the level is dropped and repeated at level 2.  If the information matches up in a questionable manner, then the citizen can be interrogated in the presence of a lie-detector.  If they pass the test, they are dropped to level 3.  If they fail, they are thoroughly investigated.  If error is found, then any illegal or extremely rebellious behavior will result in a trial.

Everything is recorded.

Your employers will be notified on any of these activities.  However, they are not legally allowed to fire you unless you are confirmed of a definite district or higher offense.

TL;DR, it would be very, very difficult to assemble such a force in Erinaum.  The flow of merchandise is also monitored.  If a number of objects of value "disappear" in a certain spot multiple times, then it is presumed that there is a Black Market present.  These are quickly investigated and dissolved if found.  It is not easy to ship off military-grade vehicles or weaponry under our nose.
