With terrorism and rebellion around the world, this system is instituted.  At times when there is no apparent threat, then the system is repealed, and the monitoring sessions occur only once every 5 years.

However, a recent vote against this law requires the government to loosen its grip and comb through the Vålderesk Files.
A major scan will happen over the course of this year, and then the search laws will be much looser.  However, border control and international transfer of goods and people will be more tightly monitored.
