Hold off the destroyers.  We didn't send him.  We trapped him on a remote island with 100 miles of water on every side.  He was the only prisoner there and was heavily guarded.  He was a former Erinamese delegate who had advanced military training, but his ideas were so radical that we had to confront him, upon denying authoritarian requests to back down, he killed 112 Erinamese citizens and fled to the Reñuen Forest.  He was there for 4 months before we could find him and drag him off to a prison.  We knew that he had not fled from Erinaum.  As soon as he was captured, he was put into high security prison under life sentence, which then he escaped.  He was then moved to this special prison.

This man was highly trained, intelligent, an amazing escape artist, and mentally unstable.  We cannot be held responsible for this man's acts of terrorism, but we will always be willing to compensate for any losses.

Military police secure a perimeter across the icy roads as bomb squads move in. So far, only 10 civilians, 2 of which are Rovercian government, have been found under rubble. The officials are airlifted to a hospital in the center of cittá Santa.

Four APC (Aerial Personnel Carriers, not Armored) take off from the roof of the citadel capital building, and make their way across the Nervian Ocean to the NIR, they enter airspace and lower down near the bomb site.  NMSSDA operatives secure the perimeter, ushering away surrounding civilians and soldiers.

They show their orders papers to the nearest NIR official, an arrest warrant for Cpl. Michael Griffin.  At the bottom, in large, red, stencil text, it says,
LETHAL FORCE AUTHORIZED

EDIT: A translator quickly walks up to the scene, hearing the argument, and translates the message to the NMSSDA operative.  The operative then speaks to the translator, and he says, "La mostra i suoi ordini, siamo su una caccia per l'uomo che abbiamo sospettato che ha fatto questo, un fuggitivo da Nuova Manhattan."
