EDIT: Due to recent events, New Manhattan is at DEFCON 1, anyone approaching the country with malicious intent will get lit the forget up.  Any unregistered citizens within the city will be arrested, tried, and if further investigation decides anything, executed.

So is Zjhƥëer Mårkåt dead or alive?  So, did you kidnap someone else?  He was the only person that when he escaped, we would have the desire to kill him instantly, but I am in no position to send in operatives inside anyone's borders.

Unless he's some serious badass who we severely underestimated and got shot several times by highly-trained NM operatives, managed to set off an explosion on his person and live, then elude the police, military, and still be able to commit terror crimes on NM and other countries, then no, he shouldn't be alive and at large.
