it's the new weapon for scout called the "quick reload" in which this ghost hand thing is flung more like a bullet than a baseball that deals 15 damage tops but also steals ammo, but while it's deployed the scout will take 25% more damage until it reloads after 5 seconds or something

Honestly if you want to avoid spending money start learning to trade, if you start trading to make a profit you end up with excess items (Or keys which you can then sell on the market for money.)

It's the only way you can get the stuff you want in TF2 yourself and get to experience the new things once they release without spending anything.
