I got a Tricksters Turnout a few weeks ago. Hat/Misc drops are far less common than weapon drops. If im correct, its time drop is a lot larger being at around every 100 hours.

I got a Sultan's ceremonial from one of those Mann co package things you get if you spend over 20$ at the store.

The hat drops I remember getting were probably:
Sight for Sore eyes
L'inspecteur
Fruit Shoot
Honcho's Headgear
Frenchmans Beret
Kill Exclusive (well my friend found it but he gave it to me for another hat as soon as he got it)
