There was a certain condition that I've never quite figured out that causes items to be unrestricted, something with SteamGuard or veteran status or god knows what

I think the cooldown on items from the store only applies if you're purchased something within the last month from the store

It's not even that difficult to make, just load black_void, get the support walls from TF2, line them up flat side to your camera, add a volumetric light behind them on half-way, and then add characters.
