Seems like they added it to buff the weapon. Probably so that you can push people off cliffs as Scout.

If it was added to the other scatterguns, and thus installed to the scout himself, it would make him too strong.

it can be used to push people who get too close into mid range

get it cus it's a roulette wheel and random crits are random to a degree
