Because obviously 'hell' cannot be used anywhere whatsoever outside of religious context.
This is one of the reasons why I am not religious.

the school deemed it "cursing", which they think is unacceptable. it was not used in religious context, nor was religion related whatsoever.

"hell" is in the same category to the schools as forget, stuff, damn, etc. it was not used in religious context and i see nowhere where it was stated that it was related to religion in any way. they denied her diploma because she said a word in her speech that they thought was inappropriate.

Or because the school is strict on language and doesn't want their students swearing infront of multitudes of people. It could even be a religious school.
