It's just the setzone event on ramp bricks.  Looks really good.  Sorry about bad quality of video.

It has nothing to do with brick layers. I find it quite strange how physical zones stop precipitation.

"setzone" uses zones, just in different form

it can be used on any brick. It even works on players!
