Doesn't compute.

you should try to update your driver.
My laptop also got a HD3200.
And the shaders are working fine (but the card is way to weak to run it at a acceptable framerate)

Wait a minute it does have Shader 4.0 so I don't see a problem...

Are you sure you have updated your AMD chipset drivers?

NOEDIT:

AMD Phenom 8450e Triple-Core Processor 2.10 GHz appears to be his processor if I'm correct.

I see no reason why Shaders aren't running. His integrated GPU is decent enough...
