How can I make my server less boring, yet still have players?

the problem is that if i do what i want to do, everyone leaves, and it's boring alone
but everyone LOVES my server as long as it's family RP

Make a team on BL.
Make some big terrain.
Make 2 bases on either sides.
Put a bunch of Vehicle spawns and spawn fighterjet.
Make Minigame.
Done.
