Basically takes screenshots or videos and you can set a specific time so it will take it and then speed it up. I could you this for my new clan BLW. For the time-lapse of building our biggest train yet.

What may be possible is to have a client mod that takes screenshots at specific intervals and then moves them to a specific folder, where you can then compile them into a video.

Not sure if actually recording a video ingame is possible (99% sure it isn't, at least, not with a form that can be used normally)

You're better off using something like Fraps to record and then just speeding it up.

well then you'd need fraps or camstudio or something,  it'd be nice if a mod could be made specifically for timelapses. That'd be a lot easier.

You don't need to record video for time lapses, you just need to take pictures every few minutes. I think it'd be a lot more practical to take pictures every few minutes with a mod than to use fraps (wich the demo only works for 30 seconds) or camstudio (which is low quality.)
Speeding it up would work too, but you really don't need to. If you just take one picture every few minutes and then put it all together at like- 15 frames per second, you have a good time lapse.

     I'd really appreciate it myself if someone made this, I don't have thirty dollars for fraps, camstudio kind of stinks, and I don't want to manually take pictures every minute or so. That'd just be really tedious

That is possible, but you would probably need a client dedicated to capturing the pictures. Which shouldn't really surprise you at all.
It'd probably be pretty easy to make. You'd just need to compile all the pictures into a video, and I imagine that's a bit of a pain.

For people who haven't made videos before, yeah probably. But it's pretty easy otherwise. All you'd have to do is import, select all, change the duration of the pictures to be something like .1 seconds long, and you're done. Besides, I'd want to do some tweaking to the video before posting it, so I'd have opened it up into a video-editing program anyways.

But I guess it could be a bit of a pain, but only a bit.

Making the individual images into video is the easiest part here. I think you could do this with just a few lines of code. A loop that takes a screenshots every X seconds.
