Emmeria wishes to condemn Raman for its horrific practices.

1. All prisoners of war must be given three full meals per day (at least.)
2. Prisoners must be contained in a room that is at least 50 square feet per person.
     2A. The room must contain a bed, private toilet, sink, and a small desk for each prisoner.
     2B. The room is required to have air conditioning or a ceiling fan.
     2C. These requirements scale with the amount of prisoners per cell.
     2D. The doors must be either; bars, or a security door with a window or bars.
     2E. No cameras are allowed within the private toilet.
What are we, a loving charity? No, we're at war, we're not going to give our enemies loving apartments rooms at taxpayer expense. Also, what the forget is with the toilet?

1. Nerve gas such as White Star, chlorine, phosgene and other deadly gasses may not be deployed.
     1A.  Nonlethal gasses like tear gas are allowed.
2. Personal incendiary weaponry is illegal.
     2A. Incendiary bombs are legal.
3. Grenade launchers may not be fired at high-velocity.
     3A. This excludes rocket propelled grenade launchers.
4. Grenade launchers must have a safe distance before detonation.
5. Sonar weaponry is illegal.
6. Any other weaponry pieces deemed illegal by the Vothian Warfare Committee will be added here.
I'll damn well use as I please.
1. Civilians may never be engaged.
      1A. Only subdued.
      1B. If a civilian is displaying a harmful item in a hostile nature, they are no longer civilians.
2. Fire on troops parachuting is a violation of conduct.
      2A. This does not include using flak weaponry against their drop planes.
3. Enemy forces must be allowed to collect their wounded and dead after battles.
4. Any other items deemed fit for this section by the Vothian Warfare Committee will be added here.
Bull loving stuff, if civilians are non-compliant, they're shot. And apparently we can't shoot the troops them selves but we can shoot the planes down. loving brilliant.
I'm not letting enemy forces gather dead or wounded. I'll impale them on loving stakes or crucify them if I want to. Wounded can have intel, and I'm not taking any chances.

Bottom line is, we do not accept. Any enemy forces captured by frontline infantry will be executed to prevent hampering of the war machine.

The Navy is going to be built, slowly. The first ship to be made is the EUS-London. Two twin ships, one aircraft carrier, and one Mothership are currently being designed.

EU holds a convention about Raman, in privacy, and asks all the nations but Raman to come.

Personally, I don't think that the captives should get such treatment. I'd go at it as such:

50 sq ft/person optional.
You can physically injure/kill them in punishment.
You can monitor them everywhere.
Communal toilets.
bed optional.

Also, we should allow things like nerve gas, incendiary weapons, and killing paratroopers. I see no problem with them. The truism "All's fair in love and war" should apply. Short of prisoner beatings &c. without due cause, I'd say there should be minimal limits on warfare. The enemy can collect their dead when a war's ended, wounded = captured or saved by a retreat/counterattack.

As I recall, it was General William Tecumseh Sherman who said that any attempt to make war less terrible ends with failure and humiliation. He was really good at his job. I'm not going to sacrifice efficiency and practicality for good conduct. Not this time. Victory takes precedence.
