Honestly, I learned what this is meant. I learned from Kniaz and Arekan on what power=roleplaying is. It is the action in which you control the other person/it's belongings(country, nation, house, citizens, etc.). Since this is war, I bet to you my citizens will fight and react. I'm not saying they have military training, but they will uprise for their nationality. You can't go along controlling scenes and all from other countries, I would do it from a different approach. I would say a squad of Sryiiakiian's(Did I get it?) went to a rural area at night. Then you would suspect me to say, "The Citizens and the Local Militia put up a fight," or, "The neighborhood was terrified and hid in the houses, hearing gunshots and screams."
Now Godmoding is a different topic. It is scewering and purposely giving your self the upper hand and refusing to take hit backs. In example, but not excessive to: Having a Huge Navy, Having a impossible to defeat military, giving yourself superweapons, knowing everything, winning every-battle, making other players stuff disappear."
