Terrorist attacks are one of those things that you can still do even if your civilians are all at gunpoint, your government's in shambles, and you have almost no resources at your disposal. If you think it's in your best interest, go ahead. Once you post them it's too late to stop them. You've wasted time and the element of surprise.
