Tracking with the military satellite(I really don't know, I guess we sent it up in the war,) was found that civilians were killed. Immediately, Spec Ops agents and the CIA gather with Soviet soldiers to figure out who did so. Theory has it is an old enemy, or a still actioned terrorist cell group. Security systems in the military office show that the men were speaking Syriiak. All heads immediately turn to the naval vessel still somehow near the USC.

Points of stuff wrong:
How would a Syriiak naval vessel even be close to the USC.
How would they act like they didn't get killed, it's a loving military office.

Since it was Russian, the eyes were turned to the PSSR. But we quickly noticed it couldn't be them, because why would they want to do that? Some people think it was terrorist, some people think it was the Syriikians(whatevs). Just to make sure, the CIA sent a message to a Syriiak commander:

"The attack on our military office was saddening. We are searching into this, and are hoping if you have any knowledge."

This was prompted by a plea of help from a reasonably strong political faction in that area that wanted annexation to prevent a total collapse of government. The faction now controls the area as one of Avalonia's provinces. The area is comparable to South Avalonia during/before the Avalonian Civil War, and so Avalonia is being careful to interfere as little as possible in the affairs of this new territory. The natives seem happy to become part of Avalonia.

Avalonian population receives an approximate 250,000 population boost. Consideration is being given to relocating the capital to a more central seaboard location.

A campaign to end illiteracy in Avalonia has met with huge success, and literacy nation wide has skyrocketed from 86% to 97.8%. Avalonia is beginning a series of reforms to make Avalonian hospitals more effective and mental institutions more beneficial.
