The Slavic Union uses re-education procedures. They are generally offered to the criminals. But often criminals do not understand this concept. The Slavic Union does not waste time to explain it to them, there for most of them are thrown onto the "Naked Island" which resembles Alcatraz, where they are forced to dig in mines and controlled by a military police.
