As you know you probably know there are some frequencies we can't hear, so maybe they maybe they are expirmenting with the radio waves and recievers such as atennas and rfid chips?

I was just being sarcastic. The most logocial answer I could come up with is that its just some left over cold war facility that gets use every once in awhile.
