is there any fancy non-english-language letter that is pronounced like the A in "Taffy"?

I think thats called like a schwa or something.
Also, I'm pretty sure it makes the letter sound like it is. example would be a without the schwa above it would be pronounced (ah)
with it, it would be (AYE).
