Yes. Thinking over it, though, I may not be following what you're saying. That's alright, however, because neither is anybody else.
From what I can tell you're complaining about how they occasionally mention that they have busy schedules and can't work on the service all the time as if it's a good thing, without including the usual context of it:
A. That they've still managed to produce the service in a short time. (Which is a good thing)
B. That they've still managed to produce the service several times faster than the competition. (Which is a good thing)
C. That it's the reason they didn't meet the initial projection of September. (Which should fall in your category of a "sorry, I screwed up" message and therefore should be valid.)
