Because 95% of that happening here is because the user acted so completely and unforgiveable handicapped before.

The ban should not be forever. That would be silly. I could imagine a 2-12 hour ban or something.

Cyber-Bullying, as consistently PMing someone, trolling them, and being an overall richard would in fact already get you banned.

Flaming a random person is not Bullying, and would not get you banned. (Unless it was trolling)
