Your laptop, like most computers of people who are unable to run shaders, was probably not built or purchased with gaming in mind.
You just need to know what you're looking for.
Also, it's not just v21. You will have problems with far more games than that

My Mac Mini can run shaders on minimum with 20-30fps
It can run low if there's less than 500-1000 bricks.

Even at the highest settings the shades look blocky and silly. So it's always going to have poor quality, you might as well go on the lowest settings that you can handle.
