Hunger is opposed by everyone, inside and outside of a country and generally across every belief. But when you have people willfully executing and jailing those who are against a belief, its far more harmful to a nation's well-being. People work together against hunger, but religious affairs like this divide them.
Also, this is why theocracies are a terrible form of government.
