See, the problem with what Dez brings up is; you need bots. Functional bots. And then they need a pre-built location... Well if there's random pre-built homes, what of everything else? Could just be fake homes and real homes, sure, hell you could go as far as to make letter mail, mailboxes and a mail delivery JOB... But then let's say pizza-guy-dezcaban is driving along and runs over jay-walker-Bill. Well, bill is as fault, but the game sorts the dems under Dez because the game cannot distinguish whether or not bill was on a safe zone.
Could event and zone bricks fix this? Maybe. End result is; your talking about an evented city. And that removes your building freedoms, because to use all the same variables as the host would mean you can edit them too and make yourself a trillionare.
There are a lot of ups and downs to dez's proposal. It's overall a nice outlook, but the execution thereof would be tricky to say the least...
