Pretty sure it was stated by Valve, but I could be wrong. It doesn't even make sense that downvoting would do anything, though. Why should your lack of interest in the game affect other people's right to get it on Steam?

voting down doesn't do anything - valve doesn't care how many people DON'T want a game, only how many DO want to buy the game. doesn't matter if 10,000 people hate the game when it will still sell to 10,000 others.

Maybe it's just that we are pissed people are calling Blockland a Minecraft rip-off when a blocky building game that  can be similar to Minecraft in the sense of Blockland as well being a "rip-off" (which it isn't, exactly my point) was approved?
