I always wait a few years before switching to a 'newer' windows because of that. I got 7 and it's okay but at the beginning I didn't like it.
I hate microsoft anyway for how you cant use one key on two computers in the same house.

Windows 8 might actually be the problem. Dunno if the drivers are optimized for it. Same goes with the games.

He mentions that when he is having issues, players are not. That means the hard drive is still working, the cpu is still working, and the cpu cooler is still working. His graphics card isn't idling at any high temperatures so it's obviously not his fan either.

Have you tried looking at your nvidia control panel? There might be a few settings for the intel integrated card to run things, that's the only reason I can think of for low fps. Micro stuttering could be what's going on for that low fps. Try tinkering with some settings and disabling things that you think might impact performence
